Yes. The MDAC is not tied to a specific city or airport — it is valid for entry into Malaysia as a country, regardless of your arrival point. This means you can enter via:

• Kuala Lumpur (KLIA)
• Penang
• Johor Bahru
• Langkawi, or any other official entry port.

What matters is the date and method of entry (air, land, sea), not the city. However, you do need to indicate your port of entry in the MDAC form, and it should match your travel plans.
